The Path
to Victory

Strategy and arithmetic

Cmdr. Bob Smith, USN (Ret.) is running to represent CA-24. Four voter categories deliver this seat. Every figure is built from the district’s 453,297 individual registration records and from turnout this campaign has measured at the door.

Twenty thousand voters decide this seat.

Credit Carbajal with five percent more than he took in 2022 and Bob starts 40,696 behind. He does not need 40,696 votes. He needs 20,349, because a conversion adds one to Bob and takes one from Carbajal, so every one of them moves the race by two.

40,696
Behind, crediting Carbajal with more than he has ever taken in a midterm
20,349
Conversions needed. Half the gap, because each one counts twice
1 in 3
Of 62,141 independents this campaign can name, score and reach

Everything below this is the working. Every figure is traceable to the voter file, to his own filings, or to costs this campaign has measured at the door.

The bottom line

Carbajal took 160,000 votes in 2022. This plan does not assume he repeats it. It assumes he does five percent better, and wins anyway.

We are 20,349 votes from winning
127,304 from the base coalition

The 20,349 we still need
Finish line: 147,653

The model puts 127,304 within reach from voters who already agree with Bob. The programmes below are what turn that into votes. The last 20,349 count twice, because switching one adds a vote to Bob and takes one away from Carbajal. That is how this seat is won, and it is what your support pays for.

Bob Smith Carbajal
Base coalition, before swing voter work 127,304 168,000
Swing voters converted, 20,349 +20,349 −20,349
Result 147,653 147,651
147,653 is fifty percent plus one of everything cast.

The plan is built to the minimum that wins, so every line in it is load bearing and none of it is discretionary. The safety sits inside the opponent’s number rather than as a cushion at the end.

The base coalition

Three groups Bob can count on before a single swing voter is persuaded.

98,795
Republicans

Registered Republicans voting at the rate they delivered in 2024.

13,509
Conservative independents

Right-leaning independents, American Independent and Libertarian voters.

15,000
Hispanic voters

The target of the Spanish-language canvass and radio program.

127,304
The base, before any swing voter work

The swing voters,
who decide it

A swing voter does not simply add to our column, it takes one out of his, so every conversion moves the race by two. The target is not a number we climb to. It is the point where the two lines cross, and that point comes down to meet us as the work lands.

A new voter
+1 / −0
Adds one to our column, and raises the fifty percent line by half a vote. Net movement: half a vote.

A conversion
+1 / −1
Adds one to ours, takes one from his, and the fifty percent line does not move at all. Net movement: two votes.

That asymmetry is why the money is weighted towards persuasion.
Segment Voters
Independents scoring 30 to 49 on Republican ballot 13,758
Independents scoring under 30 27,418
Independents with no score, lean unknown until asked 17,463
Other, Independent and Reform party voters 3,502
Swing universe available 62,141
Conversions this plan requires 20,349
Share that must be converted 32.7%
The four categories that sum to 147,653
Republicans 98,795
Conservative independents 13,509
Hispanic dormant voters 15,000
Swing conversions 20,349
Total 147,653

Converting 33 percent of an identified persuasion universe is the one number in this document that is a target rather than an observation. It is what the closing weeks of this campaign exist to deliver.

The strategy

1

Turnout for the voters who already agree. Persuasion for the voters who do not.

Door knocking raises turnout. It does not change minds, and this campaign’s own field evidence says so. Paid media changes minds. Each programme is therefore pointed at the job its tool actually does, rather than spread evenly for the look of it. Canvassers go to low propensity Republicans and dormant Hispanic voters, who agree with Bob Smith and simply need to vote. Paid digital goes to independents, whose votes have to be won.

2

A conversion is worth twice a new voter.

A newly mobilised voter adds one to our column and raises the fifty percent line by half a vote. A converted voter adds one to ours and takes one from his, and the line does not move at all. This is why the swing programme carries the seat and why the campaign’s spending is weighted towards persuasion.

3

Democrats are left dormant, deliberately.

Turning out low propensity Democrats loses this race. Not one dollar in this plan goes near them and not one of their votes is counted in the total. The Green Party and Peace and Freedom are not contested either. The whole plan rests on Republicans, conservative independents, Hispanic voters and the swing universe.

4

Republicans turn out at presidential rates because three things share the same door.

Walkers carry Bob Smith, the gubernatorial candidate and the ballot propositions together, so one visit does three jobs and the cost per candidate is a fraction of the invoice. Volunteers walk half the universe on a published shift schedule that excludes every precinct the paid crew covers, so no door is paid for twice.

5

The American Independent Party is an unworked conservative bloc.

The party has endorsed Bob Smith. Roughly seventy percent of its registrants believe they registered as independents rather than joining a party, which places them in the swing universe rather than the base, and the remaining thirty percent are genuinely conservative and counted as such. No campaign in this district has worked them.

6

The lift is one sided.

Carbajal is not campaigning in this district and the major Democratic contests are settled. The governor’s race therefore arrives here without a Democratic turnout programme attached to it, which is why his number is held to his 2022 total plus a five percent buffer, while ours is built up.

Calibrated against the last Republican result

Check Result
This model, run on 2024 turnout 128,368
Republican result in CA-24, 2024 127,755
Variance 0.5 percent
Democratic votes required to reach it None

The 2024 Republican in CA-24 reached that number running no outreach programme of any kind. This plan starts from the same coalition and adds four funded programmes on top of it.

Results: California Secretary of State, certified Statement of Vote, general elections of 8 November 2022 and 5 November 2024.

The plan holds the target at one in three

The base counts Republicans at the rate they voted in 2024. 2026 is a midterm. In the 2022 midterm, the Republican vote in CA-24 was 81 percent of its 2024 level. This is what the swing target becomes as Republican turnout moves between those two years.

Republican turnout Base coalition Conversions needed Share of swing universe
2024 rate, this plan 127,304 20,349 32.7%
Midway 116,658 25,671 41.3%
2022 midterm rate 106,011 30,994 49.9%

The low propensity Republican canvass exists to hold the first row. Every dollar that keeps Republican turnout at its 2024 level keeps the persuasion target at one voter in three instead of one in two.

Hispanic mobilisation held at 15,000 in every row. Turnout ratio from the certified 2022 and 2024 CA-24 results.

What a vote costs here,
measured rather than estimated

Line Observed Source
Cost per door $1.67 $35 loaded hourly rate over 21 doors an hour, observed
Contact rate 26.0 percent Logged by this campaign’s canvassers, week one
Cost per real conversation $6.41 Cost per door over the observed contact rate
Low propensity Republican, three touches $6.02 County party costed plan
Digital, per swing voter, whole period $2.63 Paid digital across the full swing universe
A real conversation with a voter in CA-24 costs $6.41. Reaching a swing voter with paid media for the entire closing period costs $2.63.
Those are the unit economics of this district, and they are why a seat of this size is winnable at this cost.

The goal before election day

1,000 donors
by 3 November.

Ballots are in mailboxes now. Every one of these donors is a neighbour who decided this race is worth something.

Ballots are being filled in across the Central Coast right now. Every dollar from here goes into reaching voters while they still hold a blank ballot. The number of people giving matters as much as the amount, because a long list of small donors is what tells party committees and reporters that a seat is in play.

$26 is enough.
A dollar for every year Bob served.

What this plan is holding up

The plan converts 32.7 percent of the swing universe and lands on 147,653, fifty percent plus one. It does that against an opponent credited with five percent more than he took in 2022. Remove any piece of it and the seat is not won by a smaller margin. It is not won.

The coalition is identified precinct by precinct. The field programmes are walking. The unit costs are observed rather than projected. Carbajal’s number comes down as ours goes up, and they cross at 147,653.
